On March 2, HCMC People’s Party held a preliminary summing up of national target program on new rural area in 2014 and one year of implementation of policies of The Party Standing Committee on assistance for communes to construct new rural areas. Attending the summing up include Secretary of HCMC People’s Party Le Thanh Hai, Chairman of HCMC People’s Committee Le Hoang Quan, Chairwoman of HCMC People’s Council Nguyen Thi Quyet Tam, President of Vietnam Fatherland Front Committee-HCMC Vo Thi Dung.
According to report of Party Standing Committee, HCMC has completed and surpassed its targets (GDP of agricultural growth, trained human resource, job creation, forest and green tree cover, etc) after 5 years of implementation of program; infrastructure systems in rural areas have been put into operation and better met the demands of production and daily life. Efforts of HCMC have attracted investment from community, creating a new face of rural area and many effective models of production in the direction of urban agriculture; incomes from agricultural production increase; material, spiritual and cultural lives of rural people are much improved; farmers and fishermen can better access to basically social services; reducing income gap as well as disparity of cultural enjoyment between urban and rural areas
Specifically, household income at 56 communes of new rural area program reached to VND 39, 5 million/person/year, income gap between urban and rural areas is much reduced year by year. In 2008, income of urban people was 1, 8 times higher than that of rural area, till 2010, the figure was down to 1, 5 times, and 1, 2 times in 2014, political system in rural areas is much reinforced and strengthened.
In 2014, HCMC mobilized VND 4,854 billion for the National Target Program on new rural area, bringing total money for the program to VND 15,363 billion since its initial implementation, of which VND 20 billion comes from The Central party’s budget (0,13%), VND 4,586 billion from HCMC’s budget (29,85%), VND 10,757 billion from community (70,02%).
