The plan aims to strengthen resources for starup business community, link social resouces accompanied State’s support to further promote startup activities in the ity, moving forward to building HCMC into a innovative startup & scientific research center.

Accordingly, the city will construct and implement the project of innovative startup training on the basis of cooperation with international organizations, carrying out the STEM (Science, Technology, Engineering and Mathematics) and scientific research activities for secondary level students, building cooperation policies between HCMC and universities on investment support and sharing of laboratories, giving support to scientific research, promoting technogical development and innovation, building project of incubating innovative startup businesses abroad, building cooperation policies between local and foreign startup projects, promoting innovative startup support activities under small and medium size enterprise support program, enhancing competitiveness and international integraton inthe period of 2016-2020, etc.
