Attending the congress include General Secretary Nguyen Phu Trong and many former leaders of the Party and the State such as former General Secretary Le Kha Phieu, former General Secretary Nong Duc Manh, former President Tran Duc Luong, former President Nguyen Minh Triet, former Prime Minister Phan Van Khai, Former Chairman of National Assembly Nguyen Van An, Secretary of Ha Noi Party Committee Pham Quang Nghi, Supreme Court Chief Judge Truong Hoa Binh, Deputy Prime Minister Pham Binh Minh, etc, together with veteran revolutionary cadres, Vietnamese heroic mothers, heroes of People’s armed force, labor heroes, intellectuals, dignitaries, leaders of the Party’s Committee, People’s Council, People’s Committee, Vietnam Fatherland Front Committee-HCMC, etc, and 445 delegates representing over 200,000 party members across HCMC.

Addressing at the opening event, Chairman of HCMC People’s Committee Le Hoang Quan stressed the 10th HCMC Congress Party has a great responsibility for the Party and the People of HCMC with a focus on discussing and working out orientations, targets and missions ahead, seizing opportunities, overcoming challenges, maintaining policies and social stability, restructuring economy, renewing growth model, constructing infrastructure, striving  for a higher growth speed than the average growth rate of the whole country, improving material and cultural living, ensuring national defense and security, building a modern-civilized-sentimental city, upholding the role of socio-economic driving force, making HCMC a big economic-trade-finance-scientific –technology center in the South East Asia.

On behalf of executive board of the 10th HCMC congress Party, Mr. Le Thanh Hai delivered a political report of the 9th HCMC congress party on documents of the 10th congress party for the period of 2015-2020.

In the last 5 years, HCMC has achieved a high economic growth rate and well controlled the consumer price index. The City has done a good job in shifting economic structure, completing new rural development program, improving competitiveness, investing in urban infrastructure, coping with climate change, protecting environment, etc. the city has gained many positive changes in culture, society, education-training, science-technology.

In term of political security, social order, HCMC has achieved good results. Leadership ability, quality of cadres and party members are much improved. In the past years, authority and people of HCMC have made ceaseless efforts in achieving important results, contributing to the process of improvement of renewal direction of the Party, especially in perfecting regulation on socialist-oriented market economy and boosting industrialization and modernization.

The achieved results in the lat 5 years have affirmed an important historical period of HCMC in the process of construction, protection and development of HCMC and of the whole country. Till now, HCMC has become a special city, a big economic-cultural, educational, scientific center, a hub for international integration, a driving force city in the Southern key economic zone, stressed Mr. Le Thanh Hai.
