On March 27, an inspection group of National Assembly led by Deputy Chairman Uong Chu Luu worked with HCMC People’s Committee on State administrative apparatus reform in the period of 2011-2016.
In a report, Deputy Chairman of HCMC People’s Committee Tran Vinh Tuyen said, the city has basically completed its state administrative apparatus reform, meeting the planned targets and improving operation efficiency, clearly defining functions, missions and powers of specialized organs. Currently, the city has 20 specialized organs under HCMC People’s Committee, 24 districts, 322 wards, communes and towns, 2 special organs established by the Prime Minister, 6 special administration management units and 2 special administration units.
Mentioning about state administrative apparatus reform, Chairman of HCMC People’s Committee Nguyen Thanh Phong said the city has considered administrative reform as one of its 07 breakthrough programs, the city will continue strengthening its administrative reform to promote the city’s development.
Chairman Nguyen Thanh Phong affirmed the city has strictly complied with regulations in the process of implementation but still submitting to the Central Government to work out special mechanisms to promote the city’s growth, to create the most favorable conditions for local people and businesses.
Mr. Uong Chung Luu said HCMC is a special urban area and a multi-faceted big center of the whole country with big contributions to the State’s budget. Therefore, the city needs to organize a special administrative apparatus that is suitable with its population, socio-economic conditions. He noted that the city needs to strengthen socialization in some fields like health, education. “If not, the city cannot address the issue of public employee payroll as well as increase income for public servants”, said Mr. Uong Chung Luu.
Mr. Uong Chung Luu added the inspection group recognizes the proposals of HCMC, departments, agencies and localities and will submit to National Assembly in the next National Assembly Congress.
