On March 5, Chairman of HCMC People’s Committee Le Hoang Quan, Vice Chairman Le Manh Ha, Vice Chairwoman Nguyen Thi Hong co-chaired a preliminary meeting on the process of State-owned enterprise equitization.
Mrs. Le Ngoc Thuy Trang, head of the Business Financial Sub-department under the HCMC Finance Department, said that total revenue of 100% State-owned enterprises (SOEs) in 2015 in HCMC reached VND 73,028 billion, equal to 99, 76% as planned, of which profit accounts for VND 8,385 billion, up 3, 47% compared to previous year. In general, SOEs in 2014 are profitable, 15 enterprises operated ineffectively and 3 SOEs declared loss. Mrs. Trang said the progress of rearranging enterprises under ineffective operation remained slow.
Mr. Pham Minh Tri, Head of HCMC Board of Business Management Innovation, said that as planned, 21 SOEs will be equitized in 2015. Till now, a decision of establishment of Steering Board of equitization has been launched, 19/21 SOEs have chosen consultancy units, 11/21 have handed over their assets for equitization. However, only 2 enterprises announced their asset values.
According to Mr. Tri, the process of enterprise equitization is facing with difficulties including administrative procedures. He suggested that enterprises need to proactively handle works under their authority. Enterprises have not yet sent files for allocation of assets to proceed the process of equitization. Mr. Tri requested that enterprises must timely submit their difficulties to HCMC People’s Committee for consideration.
Mr. Tri proposed HCMC People’s Committee to quickly issue Decision of assignment on implementation of equitization process as well as guidance on rearrangement and innovation of 100% SOEs in HCMC in the period of 2014-2015 and following years.
Speaking at the meeting, Mr. Le Hoang Quan requested HCMC Board of Business Management Innovation needs to urge and accelerate the equitization process; regularly organizing meetings between functional organs and enterprises to quickly remove any difficulty to speed up equitization process, any issue beyond its authority, proposing to HCMC People’s Committee for guidance.
Mr. Quan also requested directors of enterprises under equitization need to work out a detailed plan, evaluate their brands and choose strategic investors suitable with their development orientations.
