1.     Attending the seminar include leaders of the Party, the State, former President of Vietnam Nguyen Minh Triet, Mr. Dinh The Huynh – head of the Central Propaganda Committee, General Tran Dai Quang, Minister of Public Security, Mr. Le Thanh Hai –Secretary of HCMC Party Committee, Senior Lieutenant General Ngo Xuan Lich   - Head of General Department of Politics, Senior Lieutenant General Do Ba Ty- Chief of General Staff & Deputy Minister of National Defense, Senior Lieutenant General Nguyen Thanh Cung – Deputy Minister of national defense. The seminar is also attended by comrades and revolutionary veterans, military generals, history witnesses, scientists, researchers and HCMC union members.

Speaking at the seminar, Secretary of HCMC Party Committee Le Thanh Hai affirmed: “ Taking a look back at The Great Spring Victory, it is a victory followed by victory in the long history of Vietnam, a victory of 9 year war and 21 years of fighting against largest, longest and harshest invasion war, etc. April 30, 1975 – the liberation day of Southern Vietnam and national reunification – is forever a great event of the nation, an indelible historical mark. This glory belongs to the entire Party, army and people, of whom the prerequisite role is the right, clever and wise  leadership of the Party; a fight of great fortitude, resilience and sacrifice of generations of revolutionaries and people. For the Party and people of Saigon-Gia Dinh, the Great Spring Victory is not only the April 30, 1975, but also a process of strengthening people’s war posture, a crystallization of strengths to move the mountain and fill up the sea of our people, sacrifice for national independence, united will and aspiration for peace”.

At the seminar, more than 101 speeches of  local and foreign generals, scientists, researchers have clarified basic contents including guidelines, policies, right and wise leadership of Communist Party of Vietnam and President Ho Chi Minh – decisive factor for every victory of Vietnam revolution, determination of liberation of Southern Vietnam and national reunification of the entire people of Vietnam, the development of resistance war against the American, the courageous and creative fighting spirit of people, the role of rear base from the North and international support for Vietnam, the evaluation of posture, historical significance and lessons from the war against the American, the struggle for national construction and protection, etc.
