On April 29, the conference entitled: “Enterprises: driving force for national economic development” was held in HCMC
On the opening speech, Prime Minister Nguyen Xuan Phuc expressed his delight at receiving functional organs and business community at the conference. Mr. Phuc stated that although the Party and the State have issued many policies to support for enterprises but there still remains difficulty and barriers. Therefore, the Government hopes to listen to viewpoints of enterprises to understand about their difficulty as well as their proposals for removing these obstacles.
On behalf of business community, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) Vu Tien Loc reported business operation situation, proposed to create a favorable, healthy and fair business environment, to remove difficulties for enterprises. VCCI proposed the Government to issue a resolution on national action program on development of small and medium-sized enterprises in the next term, ensuring implementation of 02 consistent requirements: reinforcing trust, reviving spirit, recovering and developing enterprises.
At the conference, a representative of AMCHAM expressed its hope to continuously co-operate with the Government to address the air and water pollution, issues related to climate changes in the Mekong Delta area, etc. in addition, Amcham hoped the Government will give priority to development of production forms and use of renewable energy, application of energy efficiency solutions
A representative of Japan Business Association said agriculture is strength of Vietnam with various kinds of products. This sector will get huge benefits if Vietnam pays a special attention to technology application and market expansion. Japanese enterprises are ready for cooperating with Vietnamese ones to develop agriculture.
A representative of Eurocham proposed to strengthen cooperation in renewable energy development, allowing European enterprises to open Rep offices or to link with Vietnamese enterprises to develop production of pharmaceutical products, biological products, medical equipment. Eurocham said Vietnam should give tax incentives to manufacturing sector, setting up plan to supply Euro 4 standard fuel suitable with development plan of automobile industry, proposing State owned agencies to closely coordinate with each other to enforce rights of intellectual properties.
HCMC committed to build up e-government, strive to achieve 98% of enterprises using electronic tax declaration services, 90% of enterprises registering electronic tax payment. In term of customs procedures, the city strives to reduce 50% of customs procedures and business registration procedures, a reduction of 30% of investment registration procedures.
The Prime Minister requested all localities nationwide to make commitment likes Hanoi and Ho Chi Minh City. These are very practical contents and the Government will closely inspect.
At the closing remarks, Mr. Nguyen Xuan Phuc said the State and the Party have been focusing on completing mechanisms and policies, creating good business and investment environment with much better conditions than before, with many advanced regulations for business development. Therefore, enterprises and Vietnamese entrepreneurs have continuously contributed to the development of the country. However, it is admitted that the current business and investment environment is not good enough for enterprises to develop. The State will protect the legitimate rights of enterprises; ensure their business rights of enterprises in accordance with the law. Enterprises are entitled to conduct any business activity that is not prohibited by laws.
