Pham Van Dong Boulevard  begins at Tan Son Nhat International Airport, runs through four districts including Tan Binh, Go Vap, Binh Thanh and Thu Duc and ends at Linh Xuan Intersection in Thu Duc.

Breaking ground in 2008, the first five kilometer section of the project was opened for traffic last September from Nguyen Thai Son Intersection in Go Vap to Binh Trieu Bridge in Thu Duc.

The most important item of the project is Binh Loi Bridge which was largest  Nielsen bridge in Vietnam.
