HCMC People’s Committee submitted its request to Central Ministries and Departments for their continuous support on mobilizing ODA for large-scale prioritized infrastructure development projects in fields of transport, environment including construction of Metro line No5, construction of Ben Thanh station and risk management of flooding in HCMC.

In term of domestic financial mechanism for ODA, HCMC requested to be supported in the direction of being entirely allocated from the State’s budget for ODA loans such as IDA of World Bank, ADF of ADB, being entirely or partly allocated from the State’s budget for other incentive loans for projects or items without income source or with low capital recovery..

HCMC also proposed Ministry of Planning and Investment to strengthen training activities of ODA management regulations, especially new documents (public investment law, construction law, bidding law, etc) and guidance on implementation of setting up or approving mid-term assessment reports and after completion of projects.
