Online meeting on sustainable poverty reduction in 2011-2015

Hanoi, October 15, Prime Minister Nguyen Xuan Phuc and Vice Prime Minister Vuong Dinh Hue – Head of Central Steering Committee on national target programs co-chaired an online meeting with 63 cities and provinces on results of sustainable poverty reduction in 2011-2015 and its deployment of the national target programs on sustainable poverty reduction in 2016-2020.

Attending the meeting include Chairman of HCMC People’s Committee Nguyen Thanh Phong, Permanent Deputy Secretary of HCMC Party Committee Tat Thanh Cang, Deputy Chairwoman of HCMC People’s Committee Nguyen Thi Thu, Deputy Chairman of HCMC People’s Council Pham Duc Hai, etc.

As reported at the meeting, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said after 5 years of implementation of poverty reduction and social security programs, the rate of poor households nationwide has dropped by 14, 2% in 2010 down to 4, 25% in 2015, an average of 2% per year in accordance with poverty criteria in 2011-2015. Poor households in poor districts decreased by 58, 33% end of 2010 to 28% in 2015, an average of 6% per year. Notably, income per capita of poor household nationwide increased by 1, 6 time compared to that of 2011 (2, 5 times increase at poor districts, communes with difficult conditions, ethnic minorities in mountainous areas)

In the period of 2016-2020, Mrs. Dao Ngoc Dung said the Central Steering Committee on sustainable poverty reduction has set up some targets including an average reduction rate of poor household of 1 – 1,5%/year in accordance with multidimensional poverty index (4%/year at poor districts and communes; 3-4%/year for ethnic minorities). Total capital for the program is about VND 48, 390 billion.

Speaking at the meeting, Mrs. Nguyen Thi Thu said from 1992-2015, the city’s poverty reduction program has supported 150,000 poor households, helped them get out of poverty with average income of VND 16 million/person/year (8% of the city’s households), reducing the disparity of living standard among citizens in the city.

Prime Minister Nguyen Xuan Phuc noted some shortcomings and challenges of sustainable poverty reduction including unstable poverty reduction results; high rate of re-poverty households, 41 poor districts nationwide with over 50% of poor households, income of ethnic minorities is 1/6 times lower than that of national average income. Besides, many poverty reduction policies are not well implemented.

Prime Minister Nguyen Xuan Phuc requested Ministries, Departments, Steering Committee on National Target Programs continue completing policies, regulations and sources to fight against poverty and hunger; putting a focus on sustainable poverty reduction; restricting re-poverty; ensuring social security; improving living standard; increasing income for people, especially for those in poor areas; creating favorable conditions for poor households to access basic social services.
