On October 12, Deputy Chairman of HCMC People’s Committee Tran Vinh Tuyen, Permanent Deputy Head of administrative reform chaired an online meeting with leaders of 24 districts on administrative reform
Deputy Director of HCMC Department of Home Affairs Le Hoai Trung said 2016 is the first year of implementation of Resolution of 10th Party Congress of HCMC, including administrative reform in 2016-2020. It is also the first year of implementation of Phase 2 of public administrative reform of the Government.
HCMC continues strengthening administrative reform synchronously as regulated to build a professional, democratic, modern and dynamic e-government and to serve people unconditionally; to strengthen administrative reform; to create transparent business environment, etc. In 2015, the city was ranked 18 out of 63 cities and provinces on public administration reform index.
Apart from positive aspects, the city needs to quickly overcome shortcomings related to administrative reform, etc. There still remain overlapped and unreasonable documents. Coordination with HCMC Department of Justice to review and announce public administrative procedures under authorities of related departments and agencies is still very slow, so is the implementation of 44 online public services at level 3 and 4 impacting the progress of e-government construction.
In his conclusion, Mr. Tran Vinh Tuyen said that public administrative reform needs to be addressed satisfactorily; person in charge must be responsible for any complaint, harassment.
He requested to strengthen inspection of administrative procedures; promptly announce and make it public public administrative procedures, raising responsible spirit of receipt and handling of complaints of individuals or organizations, strictly dealing with any harassment caused to local people and enterprises; arranging capable personnel to be in charge of receiving dossiers and returning results.
Mr. Tuyen also requested to continue effectively implementing 4 must-do things (hello, thank, apologize and please) and 4 must-know things (greeting, smiling, taking care of and sharing) when receiving citizens. At the same time, he requested to do research on project of establishment of groups of one-door financial centers in HCMC in parallel with carrying out online public services.
