No near-poor household in district 5

On August 4, People’s Committee of District 5 organized a summing up ceremony and announced that there is no near poor household left in district 5 under criteria of HCMC in the period of 2014-2015. On August 4, People’s Committee of District 5 organized a summing up ceremony and announced that there is no near poor household left in district 5 under criteria of HCMC in the period of 2014-2015. According to report of People’s Committee of District 5, there is now 90 poor households, equal to 0,21% and 228 near-poor households, equal to 0,54% out of 42,040 households in District 5. In 2014-2015, District 5 has mobilized all resources, carried out solutions and polices for poor and near-poor households, including social preferential policies on health, education, loans, etc. these has helped to create favorable conditions to for poor and near poor households to stabilize their livings and to get out of poverty.


In May 2015, the results of poverty survey in 11 wards in District 5 of Steering Committee for Poverty Reduction and Improved Household Livelihoods have found that all 11 awards have no near poor households with average income of VND 21 million/person/year down. On July 20, 2015, HCMC People’s Committee issued a Decision No 3533/QD-UBND which said there is no near poor household with average income under VND 21 million/person/year in District 5 under the Program of Poverty Reduction and Improved Household Livelihoods in 2014-2015.

District 5 has submitted a petition to HCMC People’s Committee asking for loan policies and supporting health insurance cards for poor and near poor households in 2014-2015 to help them stabilize their livings and get out of poverty sustainably.

Speaking at the ceremony, Vice Chairman of HCMC People’s Committee Hua Ngoc Thuan said in 2016-2020, HCMC Party’s Committee has approved a policy of continuously implementing the program of poverty reduction and improved household livelihoods themed: “Sustainable poverty reduction in 2016-2020”, focusing on improving criteria of poor households (lower than VND21 million/person/year) and near poor households (from VND21 million to VND 28million/person/year), starting multi-dimensional poverty assessment measures. HCMC People’s Committee will submit its plan to HCMC People’s Council for consideration in the next meeting.
