On October 6, Minister of Construction Pham Hong Ha had a working session with HCMC’s leaders on State management situation on planning and construction of HCMC in the first 9 months of 2016 and deployment of tasks and solutions in the last 3 months. Attending the working session included Secretary of HCMC Party Committee Dinh La Thang, Chairman of HCMC People’s Committee Nguyen Thanh Phong and Deputy Chairman Le Van Khoa.
Speaking at the working session, leaders of HCMC departments and agencies raised their viewpoints on new legal documents on management of construction, housing and real estate market, etc. saying there are no specific guidelines causing difficulty in management activities.
Chairman Nguyen Thanh Phong said it is necessary for Ministry of Construction to quickly remove obstacles related to regulations on bidding or appointment of contractors. It is so crucial for the city to call for investors for urban gentrification, anti-flooding and relocation of 20,000 households.
At the working session, Secretary Dinh La Thang mentioned about big pressures of the city in construction, urban planning in the context of increasing population. He added that HCMC needs a breakthrough mechanism to develop stronger and faster. Mr. Thang said Ministry of Construction should give HCMC a special mechanism in the spirit of Resolution No 16 which wrote: any outdated legislation or not regulated in the laws must be changed; the city should be given a special mechanism.
In his conclusion, Minister Pham Hong Ha affirmed that Ministry of Construction will make its efforts to deal with difficulty and obstacles faced by HCMC. Proposals of HCMC related to shortcomings, barriers, etc. will be solved in the coming time.
