On March 3, HCMC Party’s Committee-People’s Council –People’s Committee held a meeting with 123 typical enterprises of HCMC. Attending the meeting include Secretary Le Thanh Hai, Vice Standing Secretary Vo Van Thuong and Nguyen Thi Thu Ha, Chairwoman of HCMC People’s Council Nguyen Thi Quyet Tam and Chairman of HCMC People’s Committee Le Hoang Quan.
On March 3, HCMC Party’s Committee-People’s Council –People’s Committee held a meeting with 123 typical enterprises of HCMC. Attending the meeting include Secretary Le Thanh Hai, Vice Standing Secretary Vo Van Thuong and Nguyen Thi Thu Ha, Chairwoman of HCMC People’s Council Nguyen Thi Quyet Tam and Chairman of HCMC People’s Committee Le Hoang Quan.
Most of enterprises attending the meeting specialize in fields of mechanical manufacturing, footwear, textile, electronics, IT, foodstuff, etc, with total capital of VND 28,000 billion, total turnover of VND 70,000 billion, using 100,000 laborers and contributing over VND 5,600 billion to the State’s budget.
Vice Chairman of HCMC People’s Committee Tat Thanh Cang said that the meeting is an opportunity to honor contributions of enterprises to socio-economic development of HCMC and to take a look back at results in 2014 as well as challenges in the coming time.
In the past time, HCMC has implemented many solutions to support enterprises such as trade environment improvement, administrative reform, shortening time of processing paperwork, strengthening public transparency of administrative procedures, etc.
Mr. Cang stressed that rate of online tax declaration in HCMC reached 98% (compared to 95% of the whole country), tax payment time was down 167 hours, customs clearance time was 115 hours for imported goods and 11 hours for exported goods, time for paying social insurance was108 hours, time for establishing a new enterprises was 3 days. Mr. Le Hoang Quan said that HCMC always listens to opinions of enterprises as well as their proposals of solutions for promoting production and trade activities. He also encouraged enterprises to outline difficulties and together with HCMC to find out the best solutions in the context of preparation of signing trade agreements with many countries and establishment of ASEAN economic community.
Many enterprises have outlined barriers and proposals regarding to software development human resource, a fair transport business environment, loans, administrative procedures, etc.
Mr. Nguyen Duc Quynh, Director of FPT software company, proposed a content of software technology development. Regarding to issue of temporary import for re-export, he suggested that HCMC should hand over authority to hi-tech parks instead of other units. Mr. Han Mai Tri from Viet Huong company said that many small sized companies still need to import many small items like needle, thread, etc, most of them find difficult to reach loans from banks. He proposed HCMC should establish a fund for medium and small sized enterprises. Mr. Nguyen Quynh, vice president of young entrepreneur association noted that in order to better support for enterprises, it is necessary to have good remuneration policies for cadres and personnel. President of Ho Chi Minh City Association of Mechanical Engineering cum General Director of Tien Loc company stressed that most of enterprises in HCMC are facing lots of difficulties in production of original end-products, suggesting HCMC should support key products such as household electrical appliances, transformers, etc.
Mr. Le Hoang Quan said that there were about 14 dialogues, hundreds of meetings between leaders of HCMC with departments and agencies on removing barriers for enterprises. Leaders of The State Bank of Vietnam, Department of Planning and Investment, HCMC Tax Department have exchanged information related to investment stimulating policies, tax, and loan support through business-bank connectivity program. Mr. Nguyen Hoang Minh, Deputy Director of HCMC Department of Planning and Investment said that in 2015, the city will spend VND 500 billion to support enterprises. Deputy Director of The State Bank of Vietnam of HCMC Nguyen Hoang Minh said that 3 years after launching business-bank connectivity program, many good results are achieved, 4.500 enterprises can access loans with reasonable interest rate.
Mr. Le Thanh Hai highly appreciated efforts of enterprises in production activities and contributions to growth of HCMC. GDP increased by 9, 6% in 2014, State’s budget revenue surpassed 11% as plan. CPI enjoyed a slight increase of 1, 65%. Retail-service turnover increased by 12, 5%, export volume reached to US$32, 08 billion, etc. He stressed that important resource for socio-economic development is development of enterprises, their contributions are crucial for construction HCMC as a modern and special city of the whole country. He urged relevant departments and agencies to focus on simplifying administrative procedures, saying that HCMC will pay a special attention to human resource and administrative reform, training a high quality team of officials and personnel, applying IT in administrative procedures, etc.
