While awaiting adjustments, revisions of the Decree No 43/2014/NĐ-CP dated May 15 2014 issued by the Government, HCMC People’s Committee will submit its proposals to the Prime Minister and Ministry of National Resource and Environment to allow the city to conduct a pilot scheme on granting power to People’s Committee of Districts in HCMC to issue certificates of land use rights-housing ownership rights and other properties as well as to register for fluctuations on housing and lands for families, individuals.

Currently, a number of applications of housing and land certificates at Department of Natural Resource and Environment are overloaded. Hence, the decentralization will create favorable conditions and districts in HCMC to better manage housing and land activities in localities, speeding up progress of issuance of certificates of housing and land as well as registration of fluctuations on housing and land for families and individuals.
