(HCM CityWeb) – On July 8, Vice Chairman of HCMC People’s Committee Le Van Khoa chair a working session with leaders of relative departments-agencies-districts to set out specific mechanisms to upgrade old apartment buildings in the city.
At the meeting, leaders of Department of Construction proposed some specific mechanisms including: devolving power to People’s Committees of Districts on setting up cost estimates on appraising and repairing old building apartments, issuing written conclusions, setting up plans on upgrading or building new apartment buildings, appraising capacity of investors, approving compensation policies or policies related to temporary residence or resettlement, etc.
It was also proposed by Department of Construction that People’s Committees of Districts will be in charge of chairing, coordinating with Department of Architecture-Planning to review and adjust planning criteria at old apartment buildings to ensure feasibility of projects.
In addition, Department of Construction also proposed to be allowed to implement resettlement policies at the spot (except for not building apartment buildings at the old places as planned), not applying compensation policies to speed up the construction progress. In the meantime, households in old apartment buildings will be arranged for temporary housing and return to their new houses with the same area of their previous houses after project completed. In case of refusing the new houses, they are allowed to sell their houses.
At the working session, leaders of some districts agreed with solution of power devolvement but said that appraisal and approval of test results are out of their capacity due to lack of professional knowledge, they proposed that this will be continuously done by Department of Construction, they just announce the results.
In his closing speech, Mr. Le Van Khoa said it is a view point of the Party Committee and People’s Committee to quickly upgrade old and seriously deteriorated building apartments to ensure people’s lives and urban renovation.
HCMC continues mobilizing all social and financial resources to renovate 474 deteriorated apartment buildings, ensuring the safety of lives and assets for local people. Mr. Khoa said the city will devolve power to departments-agencies-districts to speed up the progress.
