Ho Chi Minh City specifies taking care of children is a long-term strategic target contributing to the country’s modernization and economic development in future.

Many past years, the city has focused on educating children including building and upgrading schools and entertainment parks.

Standing board of Party Committee in Ho Chi Minh City agreed basically with City's education support project for kindergarten. Accordingly, Investment guidelines will give priority to investor of nursery centers in industrial parks and export processing zones.

In addition, the number of children in public pre-schools and private kindergartens should increase and the number of children in private unregistered daycare centers must be cut down. Therefore,  the number of state-run kindergartens should be set up more than its private counterparts.

The city will also implement program to take care of toddlers from 6 to 18 month old for the period 2014-2020. The program will be piloted in districts 7, 12, Binh Chanh, Binh Tan, Cu Chi, Nha Be, Tan Phu, and Thu Duc for its period of 2014-2015.

For 2015 -2016, the program will be expanded to 12 districts and it will be in the whole city by academic year of 2016-2017.
