According to Mr. Phong, in the process of urban development, the city faces many challenges like rapid population growth causing pressures on infrastructure, fast economic development but unsustainable, shortcomings in urban management (forecast, planing, operation), low service quality, etc. Therefore, the city needs to urgently strengthen the process of administrative reform to better serve local people.

HCMC is in the process of building smart city with better living quality. Two important targets of smart city include: construction urban authority and application of technology into handling issues like management, planning, service supply, improvement of people’s living standard. Therefore, adminstrative reform plays an important role in building an authority for people, bringing HCMC toward fast and sustainable development.
