Oversea Vietnamese enterprises complained about tax and customs policies to leaders of the Ho Chi Minh City Tax and Customs Departments on August 21 at a conference, which was hosted by the city Overseas Vietnamese Committee and Investment and Trade Promotion Center.
Mr. Do Hoang from Blue Star Company talked about difficulties in import of secondhand machines, equipment and technologies from Circular 20 issued by the Ministry of Science and Technology, which will take effect on September 1.
According to the circular, the expiry date of import items must not exceed five years and the remaining use value must account for 80 percent of original quality. This regulation has caused difficulties for businesses because it is not easy to determine the remaining value of the products.
For instance, abroad sellers estimate the remaining use value of an import item at 80 percent. However, customs agency in Vietnam estimates it at only 70 percent and does not permit import, he said.
Agreeing with the above opinion, Mr. Nguyen Quoc Toan from the HCMC Customs Department said that it would be forwarded to the Ministry of Finance and the Vietnam Customs, who will propose the Ministry of Science and Technology to consider changing the regulation.
Mr. Phan Van Tuc, oversea Vietnamese in Japan, lamented that tax policies have been promulgated very quickly making businesses unprepared. Besides, some regulations are unclear and vague making it difficult to apply them.
Several of tax policies have been changed or supplemented, aiming to facilitate operation of businesses. However, the continual change has unintentionally caused difficulties for businesses, said Ms. Tran Thi Le Nga, deputy head of the HCMC Taxation Department.
The department will report the issue to the Ministry of Finance and the General Department of Taxation, she said.
Despite of much reform, customs and tax procedures still take much time and money of enterprises. The Government has instructed related agencies to continue their efforts on cutting tax payment time for businesses, she added.
The city Tax Department will continue changes and improvement to better implementation of tax policies.
