On January 16, HCMC and Osaka city (Japan) organized a symposium on development of low carbon city. Vice Chairman of HCMC People’s Committee Tat Thanh Cang and Deputy Mayor of Osaka city Tanaka Seigo co-chaired the symposium.
In the period of 2014-2015, HCMC and Osaka agree to work out HCMC Climate Change Action Plan (HCMC CCAP) 2016-2020, developing waste treatment projects applying joint crediting mechanism (JCM) and opening up new cooperation fields such as planning, energy, transport, industry, water management, agriculture, healthcare, construction and tourism.
Speaking at the symposium, Mr. Tat Thanh Cang said that the symposium aims to deeply carry out and further expand fields of co-operation that both cities have agreed to implement the project of HCMC-Osaka city co-operation project for developing low carbon city based on JMC proposed by Government of Japan since 2011. This is a new mechanism to support developing countries to implement goals of reducing carbon emission through transferring low carbon emission technology.
Mr. Cang added some projects using JCM was established and proposed such as production project of biogas as renewable energy from organic waste with a capacity of 40-60tons/day at Binh Dien wholesale market co-operated among Saigon Trade Corporation (Satra), Hitachi Zosen and KK Satisfactory (Japan); project of solid waste burning; project of domestic/urban wastewater treatment; project of mud processing as renewable energy; project of solar energy application.
Mr. Cang expressed his hope that projects and programs that will be soon implemented in the future include solid waste treatment, wastewater treatment, flood control, effective use and saving of energy to accelerate socio-economic, environmental development of HCMC sustainably, step by step improving spiritual lives of local people.
Osaka city is one of the economic centers and one of the most beautiful and cleanest cities of Japan, entering co-operation with HCMC to develop in a clean, green and beautiful direction and remaining a leading position of the country’s economy is a right choice. Through co-operation, strengths of Osaka city, especially sciences and technology, will be transferred to partners of HCMC, this makes important contributions to construction of low carbon city in HCMC.
In February 2014, at the international conference on survey and development assistance of low carbon city between HCMC and Osaka, Mr. Dao Anh Kiet, Director of HCMC Department of Natural Resources and Environment said Vietnam-Japan co-operation relationship has long been established and followed by the signing of MOU between HCMC and Osaka. This relationship has become more deeper and deeper through practical programs and projects in fields of energy, transport, water, clean water, wastewater treatment system, etc.
