According to the MOU, both cities aim to create positive mechanisms to implement the cooperation relation on the basis of equality and mutual benefits and suitable with each side’s law and regulations.
 
HCMC and Gangwon will strengthen exchange and cooperation activities through sharing professional knowledge and measures to boost trade, investment, tourism, science and technology, health, culture and tourism.
 
Both sides agreed to share information on a frequent basis to boost economic growth and investment, promoting economic development at localities, cooperating to receive delegations and businesses of both sides through creating open and transparent business environment including business – business connectivity, promoting trade exchange activities, etc.
