Accordingly, the missions of socio-economic development in 2019 include implementation of the Central Government’s policies on macro-economic stability and inflation control; speeding up growth of GRDP to 8-8,5%; improving quality of growth and economic competitiveness; promoting growth of sectors closely attached with domestic market development; boosting export and controlling import; pursuing a balance of sustainable trade; constructing a synchronous infrastructure system; maintaining urban development stability; protecting environment and climate change adaptation; implementing the program on improving quality of human resource in the period of 2016-2018;  carrying out smart city project in the period of 2017-2020 and a vision to 2025; strengthening administrative reform in the period of 2016-2020; maintaining political stability, social order and security; organizing bilateral and multilateral cooperation activities; ensuring cyber security, etc.

Regarding to the city’s budget estimate in 2019 and financial plan-State’s budget in the period of 2019-2021, it requires a tight fiscal policy, implementing budget restructuring scheme closely attached with apparatus organizing, cutting out the payroll; renewing public sectors, etc.

In term of budget revenue, it is expected that domestic budget revenue (excluding budget from land use, lottery, divestment of State-owned enterprises, after-tax dividends) increases at least by 12% as of 2018; budget estimate from import activities increases at least by 4% as of 2018.

In term of budget spending, the city prioritizes allocating capital for education-training, health, science-technology, culture-sports, environment, social security and some other important sectors stipulated by Resolutions of HCMC Party Congress.
