In order to enhance efficiency of public services, HCMC People’s Committee will put in place a special group doing research in building the project of valuating performance and efficiency of public units managed by the city. This group is also in charge of proposing solutions to rearrange, give autonomy and strengthen socialization in some fields.

Accordingly, relative departments and sectors will be responsible for evaluating performance and efficiency of public units under their management, proposing measures to rearrange operation of public units, ensuring efficient operation and strengthening financial autonomy, socializing some public services.
