The City People's Committee has proposed the Vietnam Institute of Economics to complete the mechanism and breakthrough policy for the City to develop quickly, comprehensively and firmly, well perform the central role for the region and all the country under Resolution No. 16 of the Politburo.

Solutions to implement mechanisms and breakthrough policies must be based on efficient and active use, ensure the balance of the existing resources of the City; promote decentralization and self-responsibility of the City leaders when they are decentralized and delegated by the central authority with the mechanism that the people both are the policy implementers and monitor the activities of public agencies to improve the effect of the performance of the State management apparatus.
